Whole Home Repairs Program

Purpose

The purpose of the Whole Home Repairs Program is to assist County homeowners with addressing habitability and safety concerns, provide measures to improve energy or water efficiency, and make units accessible for individuals with disabilities. The assistance offered is in the form of a grant to homeowners or as a loan to small landlords.

These ARPA Federal Relief funds were awarded to the Pennsylvania Department of Community and Economic Development (DCED) and the County of York.

Eligibility

Eligible homeowners will qualify with household income at or below 80% of the Area Median Income and Small Landlords qualify if they have no more than 5 properties with 15 units or less (combined) and rent to tenants at or below 60% of the Area Median Income.
