BANCS Assessment of Designated Stream Reaches(PDF)
The Center for Watershed Protection and Ecosystem Planning and Restoration assisted the York County Stormwater Consortium (YCSWC) with evaluation of stream bank erosion rates on 12 stream reaches identified for restoration in the York County Regional Chesapeake Bay Pollutant Reduction Plan (CBPRP). The 12 stream locations had a total stream length of 30,552 linear feet. The team used the Bank Assessment for Non-point Source Consequences of Sediment (BANCS) methodology to assess the streams. They then used the assessment data to calculate the potential sediment reduction benefits of stream restoration projects at the selected locations. The assessment also included the installation of bank pins to measure erosion rates over time and provide more accurate sediment loading estimates in the future. The BANCS Assessment Report summarizes the process and the results. This project was funded, in part, with a grant from the York County Community Foundation Codorus Watershed Program Fund.

Integrated Water Resources Plan (PDF)
The purpose of this plan is to develop a long-range integrated water resources planning document that will be used by the entities who share watershed boundaries within and around York County. The plan ties together the issues that are related to water resources, provides a usable and understandable process which incorporates existing laws, data, reports, plans, and organizations, as well as providing the user with data, information, and analysis concerning the future of York County water resources.

Model Stormwater Management Ordinance (PDF)
This Model Ordinance contains standards and criteria consistent with the Act 167 Stormwater Management elements of the Integrated Water Resources Plan (IWRP), of which this Ordinance is a part.

Model Water Supply / Well Testing Ordinance (PDF)
The purpose of this Ordinance is to assure that certain water supplies for residential and nonresidential development projects, that are otherwise unregulated by the Pennsylvania Department of Environmental Protection (PA DEP) or the Susquehanna River Basin Commission, are, in as much as practicable, safe, adequate and sustainable, and do not cause potentially adverse impacts to existing water users and the environment.

Regional Chesapeake Bay Pollutant Reduction (PDF)
The CBPRP is a required document for municipalities who have an MS4 permit. York County took an innovative regional approach and developed one plan which covers the participating MS4 municipalities within the County.

Stormwater Authority Feasibility Study (PDF)
To prepare for this growing responsibility and to continue assisting municipalities with their water resource challenges, the York County Planning Commission conducted the Study to assess the feasibility of a regional stormwater authority that could make regulatory compliance even more efficient. The goal of this study is to engage the public and municipalities in a process to answer the question of whether a regional stormwater authority is feasible, and if so, what would be the scope, scale, and funding source of the authority. While the Feasibility Study examines the technical feasibility of an authority, its primary focus is on whether an authority is feasible from the perspective of its potential support by the public and municipalities.
