York County Hazard Mitigation Plan Update
Public Kick-off Meeting
The York County Planning Commission is currently beginning the process of updating the York County Hazard Mitigation Plan and we need your input. The purpose of the meeting is to provide background information on hazard mitigation planning, identify hazards impacting the County, gather feedback on hazard mitigation concerns, review the goals and objectives of the Plan, and layout the process and timeline for the Plan Update. All York County stakeholders including residents, businesses, municipal officials, and emergency management personnel are encouraged to attend. Meeting details are as follows:

MBE/WBE & SECTION 3 BUSINESS CONCERNS
York County and York City, Pennsylvania, are participating in the U. S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) and HOME Programs. In administering these programs, the County and City have established a policy to encourage the use of minority/women and Section 3 owned businesses in CDBG and HOME assisted projects. In order to implement this policy, a list of minority/women and Section 3 owned businesses that are willing; can feasibly perform service, supply, and construction contracts in York County and York City; and meets one of the following definitions as a minority or female business, is prepared annually:
A female owned business concern - a business that is at least 51% owned by a woman or women who also contract and operate it; or
A minority owned business concern - a business that is at least 51% owned by a person or persons who certify they are U. S. Citizens and are Black Americans, Hispanic Americans, Native Americans (American Indians, Eskimos, Aleuts and Native Hawaiians) or Asian-Pacific Americans (origins from Japan, China, Philippines, Vietnam, Korea, Samoa, Guam, U. S. Trust Territories of the Pacific, Northern Marianas, Laos, Cambodia or Taiwan)
To be included on the listing as a Section 3 business it must meet one of the following definitions:
- It is at least 51 percent owned and controlled by low- or very low-income persons; or
- Over 75 percent of the labor hours performed for the business over the prior three-month period are performed by Section 3 workers, or It is a business at least 51 percent owned and controlled by current public housing residents or residents who currently live in Section 8-assisted housing or
- (A Section 3 resident is defined as a Public Housing Resident, or a resident of a metro area or Non-metro County in which the Section 3 covered assistance is expended, and who qualifies as a low or very low income person)
Any firm meeting the above criteria is invited to submit a letter or email outlining the firm's qualifications as an MBE/WBE or Section 3 owned business and its specialty should be submitted to the following address no later than Friday March 31, 2023:
