Transportation Planning Division
The Transportation Planning Division is responsible for coordinating work for the York Area Metropolitan Planning Organization (YAMPO). In addition, the Transportation Planning Division conducts work for the York County Planning Commission (YCPC).
Work undertaken by the Division is directed by the YAMPO Board or the YCPC. Most of the work is identified through the YAMPO-produced annual Unified Planning Work Program (UPWP). Most of the work identified in the UPWP is reviewed by the Technical Committee of the YAMPO. Work performed by the Transportation Department outside the YAMPO’s UPWP is associated with land development plans, municipal subdivision ordinance reviews, municipal comprehensive plan reviews and traffic and engineering studies.

Multi-Modal and Inter-Modal Planning

In the process of planning for the transportation needs of York County, the federal government requires the York Area Metropolitan Planning Organization (YAMPO) to complete specific planning functions that include research, collecting field study data, making long-term forecasts, and soliciting public response to these findings in various plans and programs. Transportation Coalition
The York County Transportation Coalition (YCTC) is comprised of York County Legislators, Planning Commission staff and a variety of individuals representing special interests, utilities, and businesses across York County. YCTC meets regularly to learn about and discuss current transportation issues and events that affect York County.
YAMPO
Federal laws and Ordinance require the formation of a Metropolitan Planning Organization (MPO) for each urbanized area with a population of more than 50,000 to coordinate a comprehensive and continuing transportation planning program.
On August 24th, 1964 the York Area Transportation Study (now called York Area Metropolitan Planning Organization) was established by a Pennsylvania Department of Transportation (PennDOT) charter to accomplish these tasks. The YAMPO is governed by a two-tiered committee structure that includes a recommending committee called the Technical Committee and a decision-making committee called the Coordinating Committee.
The York County Board of Commissioners has designated the York County Planning Commission (YCPC) as the agency to administer the YAMPO. The staff of the YCPC performs the required planning tasks to ensure that YAMPO is meeting the federal transportation requirements with the federal and state funds allotted to the YAMPO to make the necessary improvements to the transportation infrastructure.
