The Programs Management and Compliance Division is responsible for the execution of the programmatic and fiscal activities related to the housing and community development programs at YCPC.
Program administration responsibilities include execution of all grant applications and contracts for U.S. Department of Housing and Urban Development (HUD), PA Department of Community and Economic Development (DCED), and similar federal, state, and local programs. Additionally, performance reporting; financial drawdown approval and submission; and audits are the responsibility of the staff in this Division. The Programs Management and Compliance Division works closely with the Housing Division and Community Development Division on the administration of their grant funding.
Other responsibilities of this division include:
- Development and submission of planning and programming documents
- Execution of funding applications and contracts
- Management of all federal, state, and local reporting systems
- Financial drawdown submissions for invoice and payment processing
- Project and activity set-up in electronic systems
- Quarterly and annual performance report submissions
York County Consolidated Plan
This Division plays an integral part in the writing and coordinating of the York County Housing and Urban Development Plan, which serves as the York County Consolidated Plan. This plan includes the plan to address local housing and community development issues in York County in five (5) year terms. This plan outlines the guidelines for use of several of the YCPC funding sources, such as the HOME Investment Partnership, the Community Development Block Grant (CDBG), and Emergency Solutions Grant (H-ESG) programs.
York County Annual Action Plan
The County is required to supplement its Consolidated Plan with an Annual Action Plan. The purpose of the Annual Action Plan is to prioritize goals for the ensuing year in an effort to address the objectives and outcomes outlined in the Consolidated Plan. The Annual Action Plan sets forth the specific projects and activities that will be undertaken in a given year to progress toward meeting identified needs, goals, and objectives. The Programs Management and Compliance Division also produces the information for this plan.
Consolidated Annual Performance and Evaluation Report (CAPER)
The Programs Management and Compliance Division works on the completion of the Consolidated Annual Performance and Evaluation Report (CAPER) each year. The CAPER is an evaluation and performance report required by the Department of Housing and Urban Development (HUD). At the end of each fiscal year, the CAPER details York County’s accomplishments toward meeting the goals outlined in the York County Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the York County Annual Action Plan, which is developed before the fiscal year starts. The CAPER reports on activities funded by the three federal programs that are outlined in the Consolidated Plan and Annual Action Plan.
