In an effort to share our planning knowledge, expertise and resources, the Long Range Planning Division offers an array of technical assistance to local municipalities and other entities. This assistance is provided upon request and includes, but is not limited to, the following:
General Planning Assistance
Among the types of planning assistance available is participation in meetings to discuss planning related issues and potential solutions; providing statistics, sample provisions/survey forms/agreements and other information to support planning related efforts; conducting a cursory review of draft plans/reports or grant applications and offering general comments; and helping to bring municipalities together for joint planning efforts. Planning assistance is provided upon request.
Municipal Consulting Program
Through this Program, staff members participate in a municipal or multi-municipal planning process to prepare or update a comprehensive plan, ordinance, or other planning document. This enables a regional or County perspective to be part of the discussions, affords an opportunity to share how other communities are dealing with similar issues, and helps to assure consistency between local planning efforts and the York County Comprehensive Plan as required by the PA MPC.
Staff members are pro-actively engaged in the implementation of the York County Watershed Implementation Plan (WIP) and a Chesapeake Bay Pollution Reduction Plan. Efforts evolving out of these Plans are closely linked to the implementation of the Integrated Water Resources Plan (IWRP) component of the York County Comprehensive Plan and municipal stormwater requirements resulting from the Stormwater Management Act (Act 167) and the Municipal Separate Storm Sewer System (MS4) permitting program. Technical assistance and guidance is available to municipalities to assist with stormwater management planning and ordinance preparation, meeting MS4 permit requirements, and helping municipal officials to understand their roles and responsibilities related to these stormwater.
