In addition to Homeless Services, the Housing Division also provides services for homeowners, as well as those who need assistance to purchase a home. The Housing and Home Assistance portion of this Division manages the following programs:
Affordable Housing Development
The Housing Division works closely with the Community Development Division and the Community Development Block Grant (CDBG) funds to provide affordable housing. In addition, the Housing Division also administers the HOME Investment Partnership Program (HOME) which provides safe, decent, and affordable rental housing units for low and moderate income people by rehabilitation existing rental housing and providing subsidies for the creation of new affordable housing.

Home Improvement Program (HIP)
The Home Improvement Program (HIP) is administered by the Housing Division at YCPC as well. It is designed to help income eligible resident homeowners in York County by providing financial and technical assistance to obtain necessary home repairs.

Weatherization Assistance Program (WAP)
This program is designed to reduce heating and cooling costs for low-income persons, with priority given to high energy users (the elderly, people with disabilities, and families with children) by improving the energy efficiency of the home and helping ensure health and safety.

York Homebuyer Assistance Program
The Housing Division also administers this program, which provides assistance with down payment and up front closing costs for income eligible, first time homebuyers in York City and York County.
