What is the Homeless Management Information System (HMIS)?
In 2004, the Department of Housing and Urban Development (HUD) requested a new, digitally competent way to track homeless data for all of their homeless funded services. Their plan involves an HMIS (Homeless Management Information System), a tool that provides a computerized data collection system designed to capture consumer information over time on the characteristics and service needs of all individuals experiencing homelessness. Emergency Shelters, Transitional Housing Programs and Permanent Supportive Housing Programs are key sources for data collection.
All Counties receiving HUD funding through the Continuum of Care process are mandated to be HMIS participants. Lack of participation by a County or agency receiving Continuum funding will result in ineligibility for this funding.
York County has all mandated HUD-funded agencies participating, as well as some other community agencies, in an attempt to get a clearer picture of what homelessness looks like in York County.
In 2011, York County Human Services handed over the administration and management of the HMIS to the York County Planning Commission. Additionally, in October 2012, a new software was put online to better track information and respond to the needs of York County. The chosen software is ServicePoint, manufactured by Bowman Systems, LLC
Who Uses It?
As mentioned above, primarily Emergency Shelters, Transitional Housing Programs and Permanent Supportive Housing Programs in York County utilize the software today. Future goals include adding service-only providers to get a better picture of the services individuals in York County that are experiencing homelessness may seek out and use.

In October 2014, HUD issued new guidance on the fields that should be collected by all programs using HMIS. These videos outline those trainings. All videos are posted on Youtube. 1. Changes to the Client Profile - this video applies to all programs in York County
2. HUD UDE's Assessment - if your agency and program are faith based with zero government funding, this training is for you.
3. CoC and ESG Assessment - if your agency receives CoC, ESG, or other government funding for homeless housing, you should be completing this training.
