Country Club / Rathton Road Corridor Study

City of York / Spring Garden Township

September 2007 - December 2008

 

Overview

In 2002 the York County Planning Commission (YCPC), City of York (City) and Spring Garden Township met to discuss completing a planning study to identify improvements to the Country Club Road/ Rathton Road Corridor. The initial discussions were started in response to several proposed developments or redevelopments along the corridor. The initial discussions also included the developers, York College of Pennsylvania, Penn State York and York Hospital. Also having an effect on the Rathton Road and SR 3054 corridor is the improvements to I-83 Exits 14 and 15. The improvements were completed in December of 2006.

The improvements to I-83 at Exit 14 and 15 included the construction of two missing movements to Exit 15. Prior to the project, southbound (SB) I-83 traffic could not exit nor could traffic enter I-83 to travel northbound (NB). Due to the new transportation movements, the study group anticipates major changes in the traffic patterns along the SR 3054 corridor. Therefore, a recommendation was made to begin the SR 3054 corridor study immediately after the completion of the construction project. However, in the summer of 2006, York Hospital announced plans to demolish the current parking garage and rebuild a larger parking garage. That project called for the shuttling of York Hospital employees from an offsite parking lot and the South George Street entrance as the main access point to the site. The shuttling of employees had a dramatic impact on the traffic patterns within the corridor. All traffic count data was collected after the York Hospital parking garage was open and the employee shuttles were eliminated.

The study area will be limited to the following:

  • East approach limit Hill Street, Rathton Road intersection

  • North approach limit South George Street, Springettsbury Avenue intersection

  • South approach limit South George Street, I-83 Spur

The study will address the following traffic issues: capacity, safety, and access to the study area roadways. It will include analysis of several intersections along the corridor. The study will not be limited to roadways alone. It will address and evaluate transportation alternatives (transit, ridesharing, pedestrian accessibility , Transportation System Management (TSM) options, Intelligent Transportation Systems (ITS) options, work shift, access management, land use options to mitigate traffic congestion in the study area. An analysis of mass transit options is critical since York Hospital, York College and Penn State York populations are public transit users. Analysis and recommendations developed for the study will be conducted and developed for design year 2028 (20 years).
