Highway Occupancy Permit (HOP) Review -
As required by PennDOT, to access a State Road a Highway Occupancy Permit is needed. In York County, PennDOT requires a “review of awareness” from the York County Planning Commission for low, medium and high volume driveways. Local street access is reviewed as well. This procedure consists of review of the proposed site, then a staff member will stamp, initial, and date the HOP application.
Land Development and Traffic Impact Study Reviews -
The YCPC Transportation Department conducts reviews of subdivision and land development plans, and traffic impact studies. These reviews complement the reviews conducted by the YCPC Municipal/Current Planning Department. The emphasis of these reviews is on capacity, safety, and access issues associated with the proposed site and surrounding area.
Traffic and Engineering Studies - Traffic and Engineering Studies can be completed for municipalities. These studies provide the proper documentation to install regulatory roadway signing such as speed limits, stop signs, and parking restrictions. Beginning January 2010, a single study request is $250.00. Multiple study requests, in a single letter, $250.00 for the first, $200.00 for each additional request.
Traffic Counts -
Traffic volumes for major roads in all counties and the Commonwealth are available from the Pennsylvania Department of Transportation's site.
