The opportunities for increased land use/economic development activities in Jackson and Paradise
Townships also spawn many traffic access, safety and capacity concerns along the U. S. Route 30
corridor. The York Area Metropolitan Planning Organization (YAMPO) and York County Planning
Commission staff in conjunction with PennDOT and these two municipalities are conducting an
access management effort to plan for and regulate development access along this corridor. The effort
is limited to this corridor and its intersecting streets, access drives and driveways.
The access management study involves planning initiatives and regulatory efforts to enable
development access to be managed properly here. Traffic safety and capacity benefits can also be
reaped by employing such access management techniques. The ultimate goal of this effort is to
produce an access management ordinance that can be adopted by both Townships. The Ordinance
would be based on PennDOT’s Access Management Model Tier System.
