Amendment
The Northern York County Region (NYCR) Comprehensive Plan
(Comp Plan) is the product of a 2-year long cooperative planning effort of 5
municipalities in the northwestern tip of York County. Using the 2005 Comp
Plan as the foundation, four municipalities are now ready to take its
Transportation element to the next phase in a Transportation Amendment.
Carroll Township, Dillsburg Borough, Franklin Township
and Franklintown Borough are working with the York Area Metropolitan
Planning Organization (YAMPO) through the York County Planning Commission
(YCPC) in forming an NYCR Transportation Amendment Development Committee.
The goal of this committee and of this amendment is to add a more current
and in-depth analysis of the Transportation element of the Comp Plan using
various traffic studies, proposed development data, growth trends, and other
data. Focusing on the area’s main corridor area, Route 15, the Amendment
should make the regional Comp Plan more consistent with the YAMPO and York
County Transportation Plan. By using this data, collected data and other
information to create a Synchro Model, this analysis will lead from the Comp
Plan’s more general ideas to more specific recommendations with prioritized,
particular, financially feasible projects.
In order to accomplish this amendment, the NYCR
Transportation Amendment Development Committee has already received funds
from FHWA to use in combination with local match dollars for this effort.
The intent is to also apply for funding through Pennsylvania’s Department of
Community and Economic Development.
Key elements to be included in the Comp Plan Amendment
are data collection, projections and analysis, issue identification, public
and community participation and short, mid and long range recommendations
for implementation. Interested firms should have a proven track record of
developing recommendations that are attainable and fundable. Other
qualifications that interested firms should have are: specialized experience
and technical competence with regard to the interrelationship between land
use and transportation, past record of performance with respect to work
quality, ability to meet schedules and costs, and experience with funding
sources appropriate to the recommended actions. Samples of similar projects
and contacts for such projects should be provided.
All prospective consultants interested in submitting a
proposal in response to a future RFP are required to submit a "Pre-proposal
Qualifications Summary" by 4:00PM on
Friday June 20,
2008. Six paper copies along with a .pdf file on
CD of the Qualifications Summary shall be submitted and directed to Beth
Nidam, Transportation Planner, York County Planning Commission, 28 East
Market Street, 3rd
Floor, York,
PA, 17401. Qualifications Summary Packets must be plainly
marked as follows: QUALIFICATIONS SUMMARY FOR NYCR COMP PLAN TRANSPORTATION
AMENDMENT. Any summaries received after the advertised deadline will not be
considered. Also, summaries may not be altered after submission. This RFQ
and the Transportation element of the NYCR Comp Plan, along with related
maps, are available on the YCPC website at www.ycpc.org, Departments (left
hand side), Transportation Planning, Studies in Development (left hand
side), NYCR Comp Plan Transportation Amendment.
Following a review of the summaries, the NYCR Comp Plan
Transportation Amendment Development Committee will prepare a shortlist of
prospective consultants to be invited to submit proposals in response to an
RFP. Responding consultants may be requested to participate in interviews
conducted by the Development Committee.
The assignment of the above services will be made to one
of the firms responding to this notice, but the Development Committee
reserves the right to reject all Qualifications Summaries submitted, to
cancel the solicitations requested under this notice, and/or to re-advertise
solicitation for these services if they deem it in the best interest of the
participating entities.
