York County’s first Hazard Mitigation Plan (HMP) was adopted as part of the County Comprehensive Plan in 2008. Seventy of the County’s municipalities adopted the HMP, by resolution.
As required by the Federal Emergency Management Agency (FEMA), to achieve consistency with the Commonwealth of Pennsylvania All-Hazard Mitigation Plan, the County’s HMP is being updated. With the cooperation of a Local Planning Team, natural- and human-made hazards are being analyzed and vulnerability to these hazards are being assessed.
PROJECT TIMELINE:
Scheduled for completion in early 2013, the update of the York County HMP is moving along on schedule.
In early March, municipalities were notified in writing of the County’s efforts to update the HMP. In April, municipal officials, emergency management coordinators, major employers and facility operators were surveyed regarding the frequency and severity of identified hazards. The results are here.
As work continues on risk assessment and vulnerability analysis, municipal feedback is again requested. The Mitigation Strategy Action Template is the tool that will be used to give municipalities the opportunity to identify one or more corrective measures to mitigate natural and human made hazards. This data will then assist the further development of mitigation measures and further consideration of these projects by the State, should mitigation funding become available.
