In 1988 the Pennsylvania Municipalities Planning Code was amended and required counties to have a Comprehensive Plan. The initial York County Comprehensive Plan was completed by the York County Planning Commission and adopted by the County Commissioners in 1992.
As of 1999, there were six components including - Growth Trends, Growth Management Plan, Natural Areas Inventory, Long Range Transportation Plan, Housing Plan and Community Facilities.
Between 1999 - 2009, six more components were added - Environmental Resources Inventory, Hazard Mititgation Plan, Open Space/Greenways Plan, Water Resources Plan, Agricultural Land Protection Plan and the Economic Development Plan.
In 2009, the YCPC staff combined the Housing component of the Comp Plan with the HUD-Required Consolidated Plan. This Plan is different because it is the result of a collaborative
effort, joining the talents and maximizing the resources of the YCPC staff
to produce a joint Housing and Community Development Plan for York County. It meets the
requirements of the United States Department of Housing and Urban Development (HUD) and the
Pennsylvania Municipalities Planning Code (MPC). It will guide the housing and community
development decisions of the County by developing specific housing and community development
policies that will help to provide an adequate amount of housing, representing a broad spectrum of
housing types, densities and price.
