The purpose of the HOME program is to provide safe, decent, and affordable rental housing units for low and moderate income people. The County provides assistance for the rehabilitation of existing rental units, new construction of rental units, assistance to first-time homebuyers, and tenant-based rental assistance. The County works with the Housing Authority, with non-profit and for profit developers, the City of York, and the Housing Council of York to implement these activities. The County coordinates its HOME and CDBG funded housing activities. This program is funded by the U.S. Department of Housing and Urban Development.

The program was developed to assure an adequate supply of standard, affordable rental housing to low-income households. York County provides funding to housing developers for the creation of new rental housing units throughout the County.
