Emergency Shelter Grant (ESG) Program
On July 22, 1987, President Reagan signed the Stuart B. Mc Kinney Homeless Assistance Act into law to provide urgently needed assistance to protect and improve the lives of the homeless. The Emergency Shelter Grant (ESG) Program was developed by the U. S. Department of Housing and Urban Development (HUD) to implement the Act.
