Chief of Program Management & Compliance:

This position is responsible for the day-to-day administration of the Housing and Community Development Division and consults with the County Commissioners on policy and funding decisions.

Community Development Coordinator:

Assists with administration of the CDBG, HOME and ESG Programs; prepares the Annual Action Plan and the Consolidated Annual Performance and Evaluation Report; updates the 5-Yr Consolidated Plan; participates in the Central-Harrisburg Region Continuum of Care Strategy; prepares and/or updates other HUD reports, as necessary; set-up and fund projects/activities in IDIS drawdowns; also assists with set-up and maintenance of new accounting system for all programs.

Assistant Community Development Coordinator:

Responsible for providing administrative support to the Coordinators of the Housing and Community Development Programs including maintaining client and financial files, files of correspondence, program regulation updates, IDIS and finance administration, and preparing public relations materials. Assists in preparing the 5-Yr Consolidated Plan, Annual Action Plan, and Consolidated Annual Performance and Evaluation Report; assists with the grant application process and citizen participation process; participates in the Central-Harrisburg Region Continuum of Care Strategy.

Project Coordinator:

Responsible for the implementation of public service, ESG, planning, public facility and infrastructure, and other activities involving construction that is undertaken by the municipalities and non-profit agencies. This includes monitoring regulatory compliance, environmental review, preparation of grant agreements, procurement of professional and construction services and project monitoring and reporting. Assistant Project Coordinator:

Assists the Coordinator in the implementation of projects. Specifically, processes grant agreements, conducts ESG allocation process, monitors for compliance with Davis Bacon Act and reviews quarterly reports submitted by grantees.

Housing Coordinator:

This position is responsible for the administration, supervision and coordination of all rehab program activities and related programs, including Home Improvement Program (HIP), Sewer Hook-up, First-time Homebuyers, Downtown Hanover Improvements, and HOME Program.

HOME Program Specialist:

Responsible for satisfying the monitoring requirements for HOME Program activities that include the development of affordable rental and housing units through new construction and/or rehabilitation of existing buildings; participates in the review of applications for the HOME Program.

Rehab Specialist:

Responsible for housing inspections, cost estimates, specifications, drawings and bid documents, inspecting work progress and final and follow-up inspections. Receives bids and negotiates contracts, change orders and amendments between owners and bidders. Performs inspections for the 3/2 Program. Prepares progress reports and requests for payment on cases. Certifies compliance to contracts, Local, State and Federal codes. Ensures required warranties and permits are provided by contractors, and other duties as required.

Rehab Program Supervisor:

This position is responsible for housing inspections, cost estimating, specification preparation and bidding. Also oversees housing repair jobs within the Home Improvement program. Performs inspections for the 3/2 Program. Line supervisor for Rehab Specialists. Monitors contractor problems and insurance matters. Prepares yearly Weatherization program bidding packages. Also works with sewer hook-up program.

Financial Specialist:

Responsibilities of this position include intake of client inquiries; determination of applicant eligibility of county residents for Home Improvement Program (HIP), Sewer Hook-up Assistance Program and Weatherization services, including verification of income, expenses, deposits, and assets; prepares and completes settlement documents; processes periodic contractor payments; maintains HIP client files and Weatherization client files and files of correspondence, closeout activities and programs Ordinance/guidelines; prepares annual Weatherization budget; maintains statistical data on clients served, both active and inactive, and provides required reports to the Office of Community Empowerment.

Weatherization Specialist:

Pre-inspection of client properties; takes measurements and prepares materials estimation, using program guidelines; conducts post-inspections to confirm material installation and quality of work; utilizes working knowledge of assorted energy conservation materials and variations in their utilization; evaluation of building and construction methods; and also provides public education to help clients best utilize Weatherization services.

Weatherization Program Assistant

Outreach function: Contact designated persons by phone, mail and/or in person with the goal of enrolling eligible persons in the Weatherization program. Provide information and assistance in the Weatherization application process to low income priority program applicants. Maintain documentation of contacts. Provide client energy usage education.

Clerical function: Maintain records and statistical data on service population as per State and/or program requirements. Monitor client fuel usage and other information during and/or after weatherization is accomplished. Data entry as required under mandated State directed and programmatic systems. Coordinate with program field technical staff for data entry, invoice review and job coordination. Assists in the preparation of reports. Other duties as assigned and appropriate to the position.

Weatherization Heating Technician

Inspects housing structure of program applicant to verify fitness to program standards. Inspects and conducts operational tests on heating units to determine functional efficiency. Determines appropriate retrofit, repair, energy efficiency improvement measures or replacement required to bring the heating unit into compliance with weatherization standards using State and Federal Ordinance and established forms. Uses resultant data and prepares specifications to be used for the heating unit repair/efficiency work. Coordinates said work to be done with the client and subcontractor. Inspects the completed work and tests it’s performance. Authorizes payments to subcontractors Provides technical assistance to subcontractors. Performs other duties as assigned. May be required to assist with home energy audits, work specifications, pre and post inspections on an as-needed basis.
