Through this program the county provides assistance to the county’s townships and boroughs, non-profit organizations, and county homeowners. The county has expended in excess of $50 million for public works projects, assistance to human service agencies, planning activities, housing activities, and economic development projects.
The county requests applications from municipalities and non-profit organizations to compile its Three Year Action Plan for infrastructure improvements, social service activities, planning activities, and housing activities. The Three Year Plan allows program participants and the public to informed about the activities to be funded.
The Housing Assistance Program is a multi-faceted CDBG activity. Under this activity rehabilitation assistance is provided to owner-occupied housing units, for the rehabilitation of rental housing units, and assistance to first-time homebuyers. The county works with the Housing Council of York and the City of York to provide assistance to first-time homebuyers. The county also works with United Way Housing Initiatives, Inc. to provide technical assistance to non-profit housing developers. This program is funded by the U.S. Department of Housing and Urban Development.
