This program is designed to reduce heating and cooling costs for low-income persons, with priority given to high-energy users, the elderly, people with disabilities, and families with children, by improving the energy efficiency of the home and helping ensure health and safety. This program is funded by the Department of Energy. No repayment is required for the services provided and no liens are filed on the property. Both owners and renters may apply. There is a shared cost requirement for the owners of rental properties. The program is designed to reduce energy consumption of the dwelling through the installation of various energy conservation measures.
