The York County Planning Commission was formed in 1959 by the Board of County Commissioners and is composed of nine members. The members of the Commission include both "at large" and regional representatives. Those activities of the Planning Commission that are of a county-wide planning nature are financed principally by County appropriations. Occasionally State and Federal Grants are received for specific purposes such as transportation planning and storm water management planning.

Since it's formation the primary goal of the Planning commission has been the preparation of a Comprehensive Plan for York County. Over the years many of the constituent elements of the Comprehensive Plan have been completed. These have included a coordinated base map system, natural features and environmental studies, population and economic analyses and plans dealing with land use, transportation, recreation, water supply and sewerage facilities. other responsibilities include activity dealing with data processing, traffic engineering, human services and historical preservation. The Planning Commission has been a major participant in the transportation planning facilitated through the York Area Transportation Study.

In 1988 the Pennsylvania Municipalities Planning Code was amended and requires that counties must have a Comprehensive Plan. The initial York County Comprehensive Plan was completed by the York County Planning Commission and adopted by the County Commissioners in 1992. . . . More

Another major initiative of the Planning Commission in recent years is the development of a Geographic Information System. This system is capable of accommodating any type of data that can be mapped and storing and processing it in computer format. Types of data could include terrain characteristics, soil types, population data traffic volumes and utility information. The uses of such a system include a wide range of problem solving activities.

The Commission provides advisory services that are available to every municipality in the County without charge. In several instances, the Commission has entered into contractual arrangements with municipalities to prepare special studies, local comprehensive plans, and development control ordinances.

The Commission consists of nine members appointed by the County Commissioners. Seven of the members represent specific geographic regions of the County and two are at-large members. Each member serves a four year term and can be re-appointed an unlimited number of times.

In order to conduct the work of the Planning Commission the staff of 42 full-time and 2 part-time employees is organized into five planning divisions, support staff and administration.
